COLUMBUS, Ohio (TCD) -- A 32-year-old man is facing rape and kidnapping charges for allegedly sexually assaulting a woman with cerebral palsy twice and threatening her. Franklin County Municipal Court records show Marcos Martinez Ramos was arrested Feb. 4 on charges of rape — threat of force, rape — victim has mental or physical condition, and kidnapping — engage in sexual activity.
